Hi Rose, I agree it can be hard to receive a response from a Congressional member through email, but that doesn't mean you can't get through. Every House member maintains an office in their district. If you visit that office, you can almost certainly set up an appointment to speak with a senior aid or the member her or himself. You can also try old fashioned snail mail. Ultimately, it is their job to respond to citizens in their district. If you are still getting no response, try getting friends and family and anyone else you can wrangle to write and call in. Nothing gets a member's attention better than a lot of voters!
